This is the development version of the ADX3 schema. 
ADX3 is a complete overhaul of ADX, and is the first version of ADX derived explicitly 
from the Open Geospatial Consortium's "Observations and Measurements" model and schema, 
with sampling components from the SEEGrid "Sampling" model and schema. 
It is thus compatible with the OGC WFS and SOS interface standards.
